Hospital board director Hudson arrested Jan. 13

BLYTHE - Riverside County District Attorney arrested Palo Verde Health Care District Board Director Sandra Hudson at her home on the afternoon of Jan. 13 on a felony charge of conflict of interest.

According to the Declaration in Support of Arrest Warrant filed by the district attorney's office, former Palo Verde Valley Times editor, Marty Bachman, notified the D.A.'s office in October 2010 that Hudson and Dr. Hossain Sahlolbei maintained a relationship that could be considered a conflict of interest.

The warrant states, Bachman believed the relationship between Hudson and Sahlolbei stemmed from Hudson collecting rent from Sahlolbei for a home owned by Hudson's husband Richard Hudson and her niece Kim Dean. At that time, Bachman understood Hudson voted to approve several Palo Verde Hospital contracts that resulted in Sahlolbei being paid a large amount of money.

According to a Declaration in Support of Arrest Warrant filed by D.A. Investigator Daniel Stack, Stack interviewed Sahlolbei who told the investigator that he did indeed rent a home from Dean originally beginning in 2009 but later made payments directly to Sandra Hudson after he found it difficult to contact Dean.

Stack's declaration also stated that Sahlolbei told the investigator that he had worked at the hospital for approximately nine years at the time and when he started he was guaranteed $320,000 a year for the hospital and practice. And in November 2009, the hospital board, which Hudson was elected to in 2008, granted Sahlolbei an on-call contract.

Through the investigation, Stack got a copy of the Palo Verde Health Care District board minutes from Dec. 16, 2009, where it was recorded that Hudson moved to approve the on-call contract between Sahlolbei and the hospital. Stack also got a copy of the on-call contract dated the following day, which showed Sahlolbei was to receive $1,000 a day for his services, according to the Declaration.

The declaration alleges Hudson violated Government Code Section 1090 which says "members of the legislature, state, county, district, judicial district, and any city officers or employees shall not be financially interested in any contract made by them in their official capacity, or by anybody or board of which they are members...".

The declaration stated, Stack found out that Hudson collected rent from Sahlolbei for two and half years and at the same time she voted to approve contracts between the hospital and Sahlolbei where he would get on-call pay, meaning she had a financial interest in the on-call contract.

Judge Richard Erwood approved Stack's Declaration Jan. 13 and set bail at $320,000.

Hudson lost re-election in 2010 and was elected back onto the hospital board in 2012. She was released on bail Monday evening and next court date is set for Feb. 25, 2014 in an Indio courtroom.

As of the time of this publication, Palo Verde Hospital CEO Sandra Anaya, Board President Trina Sartin, and Sahlolbei, did not return any phone calls. And Bachman was not available for comment.

How do we know that there were indeed "30" people in that court room? Her word??? Pictures say a thousand words. No one wants their name posted stating they were there.

Not so sure I would be bragging!
Base on what the normal bail would be as per her attorney and court filings they had asked for $5,000 and Judge doubled it to 10,000.....

Just got a call from one of the 30 supporters Sandy Hudson had in court today. Her bail was drastically reduced from 320K down to 10K. The judge also mentioned that he knows its a politically charged case. Should be a fun one! Great work by DA Zellerbach and his boys!

Why do you people keep portraying yourselves as "victims"? The Times does not "determine" which comments get in and which comments are cut on the basis of whether they AGREE with them or not! It's called professional ethics! And their directions keep telling you! Anything that is potential material to cause a lawsuit against the paper is delete- wholly, or partially! Surely you can understand that. As you can tell, some are laced with profanity, with threats, and/or or lengthy, wandering items with no relative point. Freedom of speech does not mean you can publish any danged old thing you want to, so clean up your stuff if you are having difficulty getting your word in edgewise. THINKING wouldn't hurt, either.

Those outside contract for services where "Johnson Controls" and "Sodexo" and I agree they where very very expensive.
Problem is that the very person you are trying to protect (Sandra Hudson) was on the Board when those contracts where approve. She even pushed for them!!
Come on tell the truth!

There you go again. The call pay for Surgery was lowered by 200 dollars to 800 dollars a day. OB contract has not been lowered and still stands at 1400 dollars a day!

We've been playing the "blame the last Board and administration" game for years. It's gotten boring and predictable. Let's look at the income side. Whenever Sahlolbei wants to get a new board elected, he and his pals stop admitting patients. Hospital income drops and hospital finances fall apart. Of course patients become pawns in that game. But, heck, Sahlolbei gets his three or four hundred thousand bucks anyway and his pal Trina gets more business carting patients off to other hospitals. Everybody who counts wins except the patients, the community and the people paying the bills.

I guess you do not go to the meetings or you would have a better understanding of how that number is derived. You need to add up the numbers for losses from operation, the increases in liabilities (purchases of equipment that were financed over several years) and the payments to medical, medicare, etc.... for the overcharging of services by the hospital ( do not blame doctors for this since payments for services are done by the administrators) for fiscal years of 2011 and 2012. Number games were being played by the last administration to make themselves look better. When done right the numbers look more like the 2013 audit where money is actually owed to the hospital for services. If you really think that the last board and administration really spent all the money on equipment then you have been snowballed! The money got spent on overpriced administrators, poor billing practices, loss of revenues from basically running the prison of and from paying out expensive contracts to outside groups (ie..consultants) to do the job that our 3 person million dollar a year administrators should have been doing. Sorry I do not get my information from a newspaper or mailing. I prefer to get it from district records.

Sorry to tell you but I can not find a word anywhere spelled the way you spelled it. We are in the 21st century now and people write from these things called mobile devices where the little red lines you talk about do not appear. Your witty and classy post do so much to further the debate and show such an intellectual prowess on your part. I just am lost for words. Please enlighten us all as to how every decision, as you say, made by Ms. Hudson has had a new light shed upon them? Voting and helping negotiate cuts in costs and to cut doctors on call pay from 1000 a day to 200 dollars a day is part of what evil scheme? Getting the hospital to the point of not losing money, bringing in new services and working to get the ER group to be preffered providers to cut costs to the residents of th community must all be part of an evil scheme also. I look so forward to you educating us simple minded people in your next posts that I will loose sleep tonight with anticipation!
