So Blythe has hired a Finance Director. A Mr. Frank Luckino. I read that he comes with a lot of controversy from his last couple of places of employment.

This agreement with CVAG for the PACE program under SB555, exactly where will the pertinent paperwork be filled out. Will there be a way to submit the proper paperwork in Blythe or will the residents of Blythe have to go to the CVAG offices in the Coachella Valley? I've noticed in previous agendas, there are at least one or two permits pulled to install solar PV on someone's home. Edison got the go ahead to increase the power rates from the CPUC late last year. With the tiered rate structure, one could put in just enough solar PV to keep their energy usage out of the top tiers. This alone would pay for the system in 10 years or less. If the PACE program is made easy to use, then it would benefit the home and business owners of Blythe. If it is difficult to use, you might as well not pass the ordinance. If it is lumped in with the other partner cities, you will more than likely run out of funds for the loans.
