HEALTHCARE DISTRICT ELECTION: Carlton cares about community

BLYTHE - Rosalie Carlton has twice served on the Palo Verde Healthcare District Board, both times by appointment. This is her first time running for the seat.

"I want to get elected by the people so that I can be in the front of the decisions," Carlton said. "I don't have any conflict of interest and I don't have anything personal to gain - only that I care about our community and have always tried to stay active in the community. Another reason is that I greatly respect the team that we have right now and have an allegiance to them."

Carlton said she was proud of the purchases the current board has made in improving the hospital, over $2 million in capital improvements, she said. She was concerned about a decline in revenues though, citing a loss of prison business as they build their own medical facilities, less reimbursement from the state, and the under utilization of the hospital by local doctors.

"I'm for bringing in more services and bringing in more doctors - new doctors," she said. "It's difficult to bring in doctors to this community because they have to come through the MEC (Medical Executive Committee) first. We're probably going to have to cut back on our spending and promote people to use our hospital."

Carlton said she is aware of the history of the hospital over the course of the last five years and that while there have been many conflicts between the local doctors and the board, her concern is to make things work for the community.

"Administration and the board have to focus on how we are going to keep the doors open," she said. "That's our main focus and what we have instructed the CEO and CFO to do. They can only do as well as the board that's governing them. If you have a strong board you are going to have a good CEO and CFO. I believe we do. We have a highly qualified administration that stays focused on the ball, not politics. We've empowered them to make executive decisions and recommendations for our hospital's future."

Carlton said that the current board has a good working relationship and that while they agree often, different opinions are discussed and noted when they disagree.

"We all have a voice," she said. "When we leave, no one is mad how the other one voted."

Carlton said she agreed with critics who say the CEO, Peter Klune, is paid too much, and that his salary was "unsustainable." Still she sided with keeping him on.

"He has a huge responsibility dealing with the issues there and it takes a lot out of him," she said.

Carlton said she understood the hospital's reputation with the local public and that as a board member she has worked hard to overcome the problems and make the facility more attractive to the public.

"I really want the public to utilize the hospital and give us a chance," she said. "They need to ask their doctor to refer them to the hospital."

Figures lie and liars figure.Remember that story line in the newspaper? If you were in the meeting the other night you would have heard that the 477k figure given out was his base salary package. What you did not hear was if that included any bonuses, vacation pay, comp time, or any other expenditure that they could muster up to hide things. A member of the community has asked the CFO and the board for what the CEO truly costs the hospital to have employed. Once we get that figure and it gets vetted then we can have this discussion. If you went to the last meeting you would have also seen in the CFO's report the 10+ million dollar cash on hand figure from 2010, that we were all told did not exist by guest writers of the times. You would have also seen that the hospital now has 5+ million dollars with an extra million dollars in liabilities to boot. Obviously you can not believe everything you read or hear, so lets get all the facts.

So the public was misinformed by the winning candidates that the CEO makes 600k a year.
Not!!! This losing candidate tried to tell the voter that the community needs new doctors. Too late, get use to the same ole thing.

Please re-read the comment I specifically said, that I am no Carlton!
I can guarantee you that I have voiced opposition to outsourcing. It may not have been on the actual day it was voted on. But on other occasions, especially after they sneaked in the one for Johnson Controls by listing is on the agenda as something like "third party contract". Blind sided everyone.

I do know that once Carney and Carlton finally discovered what Sahlolbei was really like, and that he is only out for himself (see fraud lawsuit filed against him by hospital) Hudson and Sahlolbei have been on the attack.

I am not Carlton, just a very concerned citizen and I do know what went on!

You LIE. I listed to the entire tape of 03-23-09 Board Meeting. You did not make any comment in opposition to outsourcing. LISTEN YOURSELF: http://paloverdehospital.org/Archive.aspx?ADID=522 They did give a fat check to the CEO as bonus though, I guess you fell asleep then?

Now how about Jim and Rosalie where they also involved with both? You do remember that they were board members? I do believe that JIm was even President of the board for both. Sandy was not there for the second but JIm was. Come on lets quit trying to rewrite history here. You people must either think you are really smart or that the people of this town are ignorant and can not see right thru your intentions

Not sure which department you are referring to but Hudson voted for the first outsourced department on July 13 2010:

July 13, 2010 Board Minutes:

Mr. Klune reports on item XII.b: Third Party Service Contract requesting approval to outsource the Plant Operations & Maintenance Department to Johnson Controls.

Vice President Maley motions to approve item XII.b: Third Party Service Contract as presented. Secretary Hudson seconds. The motion is carried.

Then Sodexo was first presented by the Board in open session on 3/23/2011 just months after Hudson was voted out.
Do you honestly be-leave that she was not involved with BOTH??

I was as you not in favor and attended and voiced my opinion against BOTH at the Board meeting. I do not recall either Hudson or Sahlolbei standing up against either outsourced departments!

I am not Carlton, just a very concerned citizen and I do know what went on!

@To late.keeping your head down and your mouth shut sound good..While I bet Rosalie can hold her head high and speak..I feel people who hold their heads down feel guilty and ashamed of their selves..Get Sandy and Trina in there and watch all hell break loose ..Let the board finish the best thing ever going..This fraud case is what I am talking about..

Do you people of the board have any idea how the outsourcing of our department has effected us? Do you care? Why didn't you research this and the impact? I had many years invested as a hospital employee and its gone, vanished with your vote for outsourcing. Do you understand how this has effected our pay and benefits while the administration has been handed out huge bonuses? Do you know or care how this has affected our morale? I will keep head down and my mouth shut at work but you can bet on my time I will be out begging people not to vote for you or Mr Carney.

I may have considered voting for you but after carefully reading your Election Platform I will not and I will explain why.
1. You have a allegiance to your team? What about your allegiance to the voters?
2.You cited CEO salary was "unsustainable" but you would keep him on? A CEO has no value if the hospital closes due to his grossly overpaid salary.
3.The CEO " it takes lot out of him" I don't even know how to respond to the statement.
4. You stated you will "Probably need to cut back on spending" Where,how who? More staff and dept? No admin staff CEO cutbacks?
5.You want to encourage the public to use the hospital? Why should we? You never really made it clear to me how you would make the changes,just a bunch of statements and no clear direction on a plan. Why wouldn't your CEO be happy he's making a fortune. I don't understand your logic Mr Carlton. I'm thankful to you for trying but it seems to me you do not have a way to accomplish your vision and you lack the experience it takes to accomplish these task.

I think we do our best at PVH. This current board is not in tune or aware of the serious problems here. The CEO of PVH is never around. He doesn't care as proven by his history. The open house nice for the public but we are all coach on what not to say. By the way, our CT machine is almost 3 years old just so you know. We are tired of lip service.

To A Navarro.The board did not ask for open house.A concerned citizen met with the ceo and requested a tour of the hospital be conducted.He arranged to have it happen..Hope you will go and see for your self the improvements made...I say vote C&C save the hospital and help the patients and this current board is doing a good job..

Your friend Sandra Hudson hired, had the house the CEO rented (Painted at Hospital expense) and was instrumental in hiring the current Emergency Room Doctors!!! SO whats your beef with the current Administration that Hudson hired!!!
